The work covered by the contract was carried out in its entirety, divided into the following phases:

• Phase I: Analysis and diagnosis of the current situation: Submitted in December 2017.
• Phase II: Presentation and agreement on the current situation and the problems identified with social stakeholders. Citizen participation: This phase had several sub-phases:

Participation Plan submitted in January 2018.
Participatory workshops held in March 2018.
Participatory diagnosis submitted in April 2018.

Phase V: Monitoring and control of the strategy: Submitted in March 2019.

Phase III: Development of action proposals to address the identified problems and improve public space and mobility: Submitted in December 2018.

Phase IV: Presentation and agreement on the action proposals. Citizen participation: Participation session held in January 2019.

The following work was carried out for the development of the project:
• To diagnose the current situation, all information relating to the public transport system in force at that time was obtained, and an analysis process was carried out, cross-referencing it with the socioeconomic data of the territory. For this purpose, specialized public transport software on a GIS platform was used to assess population coverage levels, connectivity with key centers (educational, healthcare, administrative, etc.), service hours, coordination between supply and demand, and transfer options. A financial and economic analysis of the existing concessions was also conducted to assess potential associated cost overruns and the degree to which fare revenues covered operating costs.
• Using all the information analyzed above, and in accordance with minimum service criteria established by the Study Management, a redesign process was carried out to improve the quality of service offered. To verify that the new structure truly improved upon the existing one, a comparison was made with previously obtained service level values. Using specialized software and based on the proposed services, an estimate of the minimum rolling stock and personnel requirements was made, verifying their combination and coordination. A demand study was also conducted to estimate the number of passengers attracted by the new system, as well as the revenue resulting from the implementation of the new fare structure. To finalize the service design, an economic valuation of the contracts was performed based on the calculated production units, current agreements, and average market prices.
• To achieve greater acceptance of the projects, a public participation process was conducted in which the new service design was presented and all proposals submitted by participants were compiled. These proposals were analyzed and evaluated for subsequent inclusion in the projects, and estimated costs and revenues were recalculated. To conclude the public participation process, each proposal was addressed.
• To finalize the projects and once the services were defined, a projection of the estimated costs and revenues for the services was carried out for the entire duration of the contracts, based on socioeconomic criteria and an economic valuation, verifying their economic viability (economic-financial study) for the estimated duration. Legal support was also provided to the Study Management during the development of the contract specifications.

Análisis y diagnóstico de la red de auAnalysis and diagnosis of the urban bus network of the Madrid Municipal Transport Company (EMT), with the aim of proposing a reorganization of the system and analyzing the feasibility of said reorganization, in the eight districts of Madrid analyzed: Latina, Carabanchel, Usera, Villaverde, Puente de Vallecas, Villa de Vallecas, Moratalaz, and Vicálvaro.
The services were structured in three phases: analysis, diagnosis, and proposals.
In the first phase, all available data was used to analyze the situation of the surface transport network in the eight districts analyzed:
• Service offering: lines, routes, stops, trips, schedules, fleet, etc.
• Demand: number of passengers, self-administered surveys, etc.
In the second phase, a diagnosis of the system was carried out from two different perspectives: the territorial perspective and that of each individual line, in order to analyze the functionality of the different lines, both separately and within the system as a whole.
In the third phase, a proposal for reorganizing the system was developed, with several types of solutions: new lines, elimination of lines, changes to line routes, or increases and/or reductions in line routes.
For each proposal, the necessary parameters for its characterization were specified: route, length, number and location of stops, schedule, timetable, frequency, fleet, etc. Once all the proposals were developed, the surface urban transport system was modeled to analyze the impact of the modifications, obtaining an estimate of the number of passengers for each of the lines (existing and proposed), thus determining their viability.

• Proposal for the reorganization of the surface public transport network, following an initial analysis phase and a second diagnostic phase, in the area of ​​10 municipalities in the Southern Sector of the Community (Rivas-Vaciamadrid, Arganda del Rey, Valdemoro, Aranjuez, Getafe, Parla, Leganés, Fuenlabrada, Alcorcón, and Móstoles)
• Preparation of the reorganization proposal for modeling on the EMME/4 software platform
• Big Data analysis of public transport card (TTP) cancellation data in the aforementioned area.
